Local Governance and Development Journal

The Aim of the Local Governance and Development Journal is to serve as a forum for exchange of ideas, opinions and research findings so as to promote and enhance participatory governance for social accountability. In line with the practice in the field of local governance and development, the journal is multi-disciplinary in nature and seeks to promote the interchange of ideas amongst practitioners, researchers and academics in the region. The journal is both a medium and forum of knowledge exchange on issues and opportunities in the development and management of urban and rural local government in Africa.

The journal will be produced bi-annually, in June and December. It will have sections on scholarly articles, country reports and opinions, book reviews and recent publications

A Regional Scan of Local Government Innovations and Experiences in Addressing HIV and AIDS Challenges in Sub-Saharan Africa

Abstract: In Africa there is a visible groundswell of activities at every level of society to address HIV and AIDS. The role of local government and civil society organizations in partnership as well as collaborating with the private sector in addressing HIV and AIDS has now received treatment in literature.

This report notes and discusses a few baseline case studies that evidence or indicate commendable local government innovations. It however observes that documentation and cross-municipal as well as inter-country experience sharing is limited. At the same time the "limited" decentralization on the continent is noted as constraining effective planning, mainstreaming and management of HIV and AIDS responses. Huge service and implementation gaps attributed to resource constraints are also discussed. Conscious capacity building for government, local government and the myriad civic formations, robust resourcing mechanisms, collaborative situational analyses and sensitive management of the transformative effects of responding to HIV and AIDS, among others are cited as critical areas of focus as well as targets for further inquiry.

Preface: The Book Presents the first harvest of graduate research on urban agriculture supported by the AGROPOLIS small grant facility of Canada's International Development Research Centre (IDRC). Over the years, IDRC has been encouraging the establishment of new scientific expertise to tackle emerging development issues.

One enduring way in which the centre has been doing this is through facilities that provide small grants, on a competitive basis, for graduate students from Canada and Southern countries to do their field research on neglected aspects of development. One such facility is the International Graduate Research Awards for Research in Urban Agriculture, better known as AGROPOLIS
