The main objectives of this project is to document and disseminate the different approaches used in promoting inclusiveness and gender sensitivity in Participatory Planning and Budgeting as well as to acquire knowledge and skills of the different approaches for inclusion and Participatory Gender Budgeting. In terms of impacts, of this project is expected to:

  • Improve State-community synergy by way of increasing women and men's participation;
  • Improve government responsiveness to services needs of women/men through services budget increase and beneficiary satisfaction;
  • Ultimately increase people's trust in government and co-funding government projects; and
  • Result in peer learners acquring knowledge and skills of inclusion and PGB with which to better their PPB practices.

Name: Takawira Mumvuma

Biography:
Takawira Mumvuma is the Coordinator of the Municipal Development Partnership for Eastern and Southern Africa 's Policy Research and Participatory Budgeting Programme and a Development Economics lecturer at the University of Zimbabwe . He is currently also a visiting lecturer at Africa University where he teaches a course on Decentralization and Local Governance offered in their Public Sector Management Masters Programme. He has authored and co-authored many book chapters, articles and manuals on issues of enterprise development, local economic development, trade, policy reforms, participatory budgeting and social accountability in Africa . He holds an MSc in Economics from the University of Zimbabwe and a PhD in Development Studies from the Institute of Social Studies (ISS), The Hague , Netherlands . .

Biography:

Mr Abysai Muhungu Mwakipole is currently an Economist working with the Mbeya City Council in the Southern Highlands , Tanzania . He has undergone Development Planning Studies at the Institute of Rural Development Planning University in Tanzania . He is skilled in Computer Studies offered by the National Computing Centre in Manchester , UK . Furthermore, He also has studied Computer Science and Information in the Royal Melbourne Institute of Technology (RMIT) University in Australia. Additionally, He holds various types of skills that include Entrepreneurship, Effective Communication and Workplace Communication, Computerised Accounting, Strategic Planning and Budgeting, Information Technology (IT). He has a wide experience in Budgeting processes in Tanzania for more than twenty seven years and Integrated Financial Management Systems (IFMS) using Platinum. However, as an exit from public civil service, he is a Chairperson to a Non Government Organisation (NGO) namely B'Villea Community Services of which its Executive Director is Mrs Hilda Bukuku.

He jointly translated a Nyakyusa-English-Swahili & English-Nyakyusa Dictionary from 1993 - 1996 that was published by Mkuki na Nyota of Kariakoo in Dar es Salaam and printed by Creda Press in Cape Town , South Africa

On the 19th of March 2009, the World Bank Institute, together with MDP-ESA and CIGU, successfully hosted a virtual Global Learning Development Network (GDLN) Dissemination Event featuring project presentations from the Africa-Latin America Peer to Peer Mutual Learning Initiative on Participatory Budgeting (PB). A total of 40 participants from 14 GDLN sites and World Bank Country Offices in Latin America and Sub Saharan Africa. Read More >>
