Africa-Latin America Mutual Action Learning Initiative!

A pilot engagement of peer institutions in PB across West, East,
and Southern Africa , on Government dialogue and democracy

The key objective of the proposed project is to provide a platform for peer-to-peer learning institutions in Participatory Budgeting and CSO-Government Dialogue and Advocacy. In terms of its impact, this project will among other things bring out a much more unique understanding to the beginners at different entry points and levels of engagement in the countries and a much more warranted for support, mentorship and continuity, which lacks in most of the civil society initiatives in Africa . Specifically the following key elements are expected as impacts:

  • Peer platform institutions that are adequately informed about the attributes of participatory budgeting particularly with a very strong and healthy civil society and government dialogue and advocacy;
  • Platform institutions championing the participatory budgeting model based on a widely approved and tested methodologies adapted to the local and national realities; and
  • Project to be used as the basis and evidence for a bigger and sustainable support program fostering the member stakeholders' active engagement with the local government participatory budgeting process not common in Africa

Biography:
Takawira Mumvuma is the Coordinator of the Municipal Development Partnership for Eastern and Southern Africa 's Policy Research and Participatory Budgeting Programme and a Development Economics lecturer at the University of Zimbabwe . He is currently also a visiting lecturer at Africa University where he teaches a course on Decentralization and Local Governance offered in their Public Sector Management Masters Programme. He has authored and co-authored many book chapters, articles and manuals on issues of enterprise development, local economic development, trade, policy reforms, participatory budgeting and social accountability in Africa . He holds an MSc in Economics from the University of Zimbabwe and a PhD in Development Studies from the Institute of Social Studies (ISS), The Hague , Netherlands . .

Biography:
Olalekan Abiodun Fadeyi, is the Program Officer for Centre for Governance and Qualitative Studies (CGQS) Nigeria. He is a professional good-governance, education and development policy and advocacy consultant with years of cognate experience; whose previous and present works and stinct with the British Council, Commonwealth of Learning (COL) and several governments of West African countries continues to impact on global development.

On the 19th of March 2009, the World Bank Institute, together with MDP-ESA and CIGU, successfully hosted a virtual Global Learning Development Network (GDLN) Dissemination Event featuring project presentations from the Africa-Latin America Peer to Peer Mutual Learning Initiative on Participatory Budgeting (PB).
