The Secretariat for the Development Partners Working Group on Local Governance and Decentralization
(DPWG-LGD), hosted by InWEnt, is inviting for a side event during the European Development Days (EDD)
in Strasbourg, Place de Bordeaux, France
CONTENT
A panel composed by European and African experts will debate experiences and aspects of harmonized and
aligned approaches for strengthening local governance and decentralisation in Southern Africa and Tanzania,
and the roles of developing and developed countries in this process, followed by a discussion.
BACKGROUND
The topic is centred on development cooperation practices on local governance and how to
support national strategies for local governance. Emphasis is put upon sustainable trategies,
illustrated by country cases, on which the donors could align to.
The experience shows that some issues reduce harmonisation efforts: donors' complex rules
and regulations, continuous change in personnel on both sides, personal interests and
preferences, unclear schedules, unclear decision-making structures etc.
The panel targets on addressing concrete problems straightforwardly and on contributing to
overcome them.

- JAN WILLEM NIBBERING, Senior policy advisor at the Ministry of Foreign Affairs of the
Netherlands.
- GEORGE MATOVU, Regional Director of the Harare-based Municipal Development
Partnership for Eastern and Southern Africa - a not-for-profit regional organization with a
mission of promoting decentralized governance and strengthening the capacity of local
government to effectively deliver services, promote local development and fight poverty.
- SOLANUS NYIMBI, Director of Local Government at the Prime Minister's Office in Tanzania,
specialised in the issues of Regional Administration and Local Government.
- SUSANNE WENDT, Senior Adviser on local service delivery and good governance in the Ministry of Foreign Affairs of Denmark.
