Guidelines on implementing Participatory Budgeting step by step

The key objective of the proposed project is to learn Brazilian participatory budgeting methodologies and adopt them to African context and realities. It is also expected that this project will bring good understanding to the beginners about details on the participatory budgeting steps. The proposed project should bring a lot of benefits in sense that it will:

  • Help each institution to implement participatory budget based on a widely approved methodologies and adapt them to local realities. This is also an opportunity to learn from others errors and avoid them to occur with the beginners;
  • Harmonize steps on implementing participatory budgeting to and by several countries. This will make it possible to compare and document experiences developed in different countries, important task for organizations like MDP and World Bank responsible for dissemination of knowledge; and
  • Maximize resources and benefits of sharing different experiences and interacting with many people at considerable low cost

Biography:
Takawira Mumvuma is the Coordinator of the Municipal Development Partnership for Eastern and Southern Africa 's Policy Research and Participatory Budgeting Programme and a Development Economics lecturer at the University of Zimbabwe . He is currently also a visiting lecturer at Africa University where he teaches a course on Decentralization and Local Governance offered in their Public Sector Management Masters Programme. He has authored and co-authored many book chapters, articles and manuals on issues of enterprise development, local economic development, trade, policy reforms, participatory budgeting and social accountability in Africa . He holds an MSc in Economics from the University of Zimbabwe and a PhD in Development Studies from the Institute of Social Studies (ISS), The Hague , Netherlands . .

Doutoranda em Economia Aplicada pela Universidad Autónoma de Barcelona , pós-graduada em Administração Pública pela Escola de Governo/Fundação João Pinheiro e graduada em economia pela Faculdade de Ciências Econômicas da Universidade Federal de Minas Gerais. Vencedora, em 1º lugar, do "Prêmio Minas de Economia 2003", concedido pelo Banco de Desenvolvimento de Minas Gerais e Conselho Regional de Economia de Minas Gerais. É Secretária Adjunta de Planejamento da Prefeitura de Belo Horizonte desde maio de 2006. Participou, como expositora, do Fórum Urbnano Mundial de 2006, promovido pela ONU, no Canadá, no qual apresentou o Perfil de Belo Horizonte com relação aos Objetivos de Desenvolivmento do Milênio. Integrou o corpo docente da Fundação João Pinheiro até o 1º. semestre de 2006, como professora de graduação da disciplina "Metodologia Científica" e possui também experiência acadêmica como professora na área de Tributos. É concursada da Secretaria Municipal de Finanças/Prefeitura de Belo Horizonte (PBH) como Auditora de Tributos. Trabalhou como assessora em projetos da PBH para captação de recursos financeiros junto ao BID, Banco Mundial e BNDES.

On the 19th of March 2009, the World Bank Institute, together with MDP-ESA and CIGU, successfully hosted a virtual Global Learning Development Network (GDLN) Dissemination Event featuring project presentations from the Africa-Latin America Peer to Peer Mutual Learning Initiative on Participatory Budgeting (PB).
