The key objectives of this project are to develop a framework for a result oriented participatory budgeting process and to f oster an understanding of focusing on results through resource allocation decision making process in Africa and Latin America . The project is expected to have multiple impacts. These include:
- Developing a framework for a process of participation that is focused on results;
- To enable all citizens of a community to identify ways that will lead to the betterment of the community and to its development;
- Improving access to and quality of service delivery, to give confidence to citizens and to foster a feeling of belonging as well as improving their living standards; and
- To enhance country progress in achieving the Millennium Development Goals as they are in line with what most public programs set out to achieve

Biography: |
Takawira Mumvuma is the Coordinator of the Municipal Development Partnership for Eastern and Southern Africa 's Policy Research and Participatory Budgeting Programme and a Development Economics lecturer at the University of Zimbabwe . He is currently also a visiting lecturer at Africa University where he teaches a course on Decentralization and Local Governance offered in their Public Sector Management Masters Programme. He has authored and co-authored many book chapters, articles and manuals on issues of enterprise development, local economic development, trade, policy reforms, participatory budgeting and social accountability in Africa . He holds an MSc in Economics from the University of Zimbabwe and a PhD in Development Studies from the Institute of Social Studies (ISS), The Hague , Netherlands . . |
