Background, Key Objectives, and Approaches for the Initiative

The Africa-Latin America Mutual Learning Initiative on Participatory Budgeting aims to strengthen direct exchange and cooperation between Latin America and the African Continent practitioners on the subject of Participatory Budgeting. This initiative expect to establish an effective South-South platform for development cooperation in the field of participatory budgeting, to enable participating institutions to share their innovations and lessons, as well as learn from the experience of other peer organizations; and, to enhance capacity in Latin America and the African Continent on the field of participatory budgeting. Participatory Budgeting Stocktaking Initiative in Brazil

Monitoring the Impact of Participatory Budgeting on Service Delivery
The key objective of the project is the development and testing of the tool for monitoring service delivery through peer to peer learning. Therefore the main aim of this project is to develop a tool for application in all situations where PB is being used. In fact the idea is to use this tool as the PB is implemented. On the 1st of December 2009, the World Bank Institute, together with MDP-ESA and CIGU, successfully hosted the final virtual Global Learning Development Network (GDLN) Dissemination Event featuring the last five project presentations from the Africa-Latin America Peer to Peer Mutual Learning Initiative on Participatory Budgeting (PB) which was launched in March 2008. This brings the total number of projects successfully executed under the LAC-Africa Peer to Peer Mutual Learning Initiative to eight. Many participants from 9 GDLN sites and World Bank Country Offices in Latin America and Sub Saharan Africa participated in this event. Like the first Dissemination event held on the 19th of March 2009 for the three first finished projects, it provided the team members of these last five projects the opportunity to present their key findings and lessons learnt, whilst participants from various African and Latin American countries and World Bank staff also got the chance to ask questions and share their thoughts and ideas on the PB initiatives..
