Participatory Budgeting and Revenue Generation

This project's primary objective is to use the participatory budgeting process to maximize revenue in local governments in Africa by rallying stakeholders in the budgeting process so that they willingly contribute to local development.

Its specific multi-objectives are:

  • To examine the policy, legal and institutional frameworks to establish whether or not they enhance or constrain revenue generation;
  • To establish whether or not there are informal mechanisms that support revenue generation and how they can be formalized;
  • To use the participatory budgeting process to maximize revenue collection from existing sources for Local Governments;
  • To use participatory budgeting to increase the willingness of taxpayers to pay taxes in a timely manner;
  • To create revenue generation opportunities through participatory budgeting;
  • To widen the tax base of Local Governments using participatory budgeting; and
  • Make recommendations on how to improve revenue generation in East and Southern African countries through participatory budgeting.

Impact

When the project is fully implemented the impacts to be accrued include:

  • The Local government Authorities will be in position to learn first hand taxpayer's expectations from the local government budget process and level of services to be provided.
  • Participants will be in better position to enhance transparency on local government budgeting process, enhanced revenue generation and achieve good governance.
  • Local government Authorities develop a wider tax base and hence increase its revenue and capacity to deliver services as demonstration of the ways in which participatory budgeting can improve local revenues.
  • Improved tax compliance between Local Government Authorities and tax payers' .
  • Participants will be in better position to enhance transparency on local government budgeting process, enhanced revenue generation and achieve good governance.
  • The willingness of taxpayers to pay taxes will be increased.
  • Local government Authorities develop a wider tax base and hence increase its revenue and capacity to deliver services as demonstration of the ways in which participatory budgeting can improve local revenues.
  • Improved tax compliance between Local Government Authorities and tax payers'; and.
  • Increased capacity of Local Government Authorities in using Participatory Budgeting skills and innovations acquired in improving revenue generation.

Biography:
Takawira Mumvuma is the Coordinator of the Municipal Development Partnership for Eastern and Southern Africa 's Policy Research and Participatory Budgeting Programme and a Development Economics lecturer at the University of Zimbabwe . He is currently also a visiting lecturer at Africa University where he teaches a course on Decentralization and Local Governance offered in their Public Sector Management Masters Programme. He has authored and co-authored many book chapters, articles and manuals on issues of enterprise development, local economic development, trade, policy reforms, participatory budgeting and social accountability in Africa . He holds an MSc in Economics from the University of Zimbabwe and a PhD in Development Studies from the Institute of Social Studies (ISS), The Hague , Netherlands . .

On the 19th of March 2009, the World Bank Institute, together with MDP-ESA and CIGU, successfully hosted a virtual Global Learning Development Network (GDLN) Dissemination Event featuring project presentations from the Africa-Latin America Peer to Peer Mutual Learning Initiative on Participatory Budgeting (PB).
